   Since 1973, Packard Electric has been shifting production away from its unionized facilities in Ohio to lower-wage plants in Mississippi, and, especially, to Mexico.  

    As of 1999 there were approximately 40,000 Packard Electric employees in Mexico and less than 10,000 in Ohio.  Tony Budak proposes as a response the concept of "one for one":  for each worker that retires or quits, the company must hire a new one.
